The Portland City Council approved a 75-unit affordable housing development on Wednesday, January 15, 2026, in a move that supporters say significantly addresses the region’s critical housing shortage while critics raised concerns about neighborhood character and traffic impacts. The project, Bayside Commons, will occupy a 2.8-acre parcel on Forest Avenue in the Bayside neighborhood and include a mix of one-, two-, and three-bedroom apartments designed for families and individuals earning up to 60 percent of the area median income.
The approval follows an 18-month permitting process and substantial community engagement that included more than a dozen neighborhood meetings and public hearings. The Portland Housing Authority partnered with nonprofit developer Avesta Housing to design the development in response to documented shortages of affordable rental units throughout Portland and surrounding communities.
Project Details and Design Features
Bayside Commons will feature 45 one-bedroom units, 20 two-bedroom units, and 10 three-bedroom apartments, with 35 percent of units designated for households earning 30 percent or less of area median income. Rents are projected to range from $850 for one-bedroom units to $1,150 for three-bedroom apartments, significantly below market-rate prices for comparable units in Portland.
The development incorporates pedestrian-friendly design features, including ground-floor retail space, pocket parks, and interconnected pathways promoting community interaction. Energy-efficient construction will meet passive house standards, reducing utility costs for residents while minimizing environmental impact.

Community Concerns and Mitigation
While supporters emphasized the project’s importance to addressing housing affordability, some neighborhood residents raised concerns about increased traffic, parking impacts, and changes to neighborhood character. City planners implemented several mitigation measures, including traffic calming improvements on adjacent streets, expanded public transportation service, and design modifications to enhance compatibility with surrounding residential areas.
The development will generate approximately 25 to 30 permanent jobs in building management, maintenance, and retail operations. Construction is anticipated to create approximately 150 temporary positions throughout the 18-month building period.
Financing and Timeline
Bayside Commons will be financed through a combination of federal Housing and Urban Development grants, Maine Housing financing, private foundation funding, and state housing bond proceeds. Total project cost is estimated at $18.5 million, with construction anticipated to commence in spring 2026 and substantial completion targeted for early 2028.
The project approval represents momentum on Portland’s housing action plan, which identified the development of 500 affordable units by 2030 as a critical goal. The city council committed to supporting additional affordable housing developments throughout 2026, with several other projects currently in planning or early permitting stages.
Avesta Housing indicated it is exploring additional sites in Portland for similar developments, with particular focus on under-utilized commercial properties that could be redeveloped for residential use. City planners have identified nearly 40 potential development sites suitable for housing in underutilized areas throughout Portland.
